The UFO hearings in Congress: what was said under oath
Three public hearings between 2022 and 2024 put UFOs on the record in Washington. Here’s who testified and what they claimed.

May 2022: the first hearing in half a century
In May 2022 a House Intelligence subcommittee held the first public congressional hearing on UFOs in more than 50 years. Two senior defence intelligence officials, Ronald Moultrie and Scott Bray, testified. They showed short videos of objects seen by military personnel, said some cases remained unexplained, and said they had found no evidence of a non-terrestrial origin.
July 2023: the whistleblower hearing
In July 2023 a House Oversight subcommittee heard from three former military and intelligence witnesses:
- David Grusch, a former intelligence officer, said the US government runs a long-standing programme to retrieve and study crashed craft of non-human origin. He said this was based on what others had told him and on documents he could not discuss in public. The Pentagon said it had found no verifiable information to support his claims.
- David Fravor, a retired Navy commander, described the 2004 “Tic Tac” encounter off the coast of southern California.
- Ryan Graves, a former Navy pilot, said aircrews in his squadron regularly saw unidentified objects off the US Atlantic coast in 2014 and 2015.
November 2024: “Exposing the Truth”
A second Oversight hearing in November 2024 heard from Luis Elizondo, a former Pentagon official; Tim Gallaudet, a retired Navy rear admiral; Michael Gold, a former NASA official; and journalist Michael Shellenberger, who submitted a document from an anonymous source describing an alleged secret UAP programme. Elizondo repeated his claim that the government has crash-retrieval programmes.
What hasn’t happened
None of the hearings produced physical evidence in public. The claims remain claims, attributed to the people who made them, and official reviews such as AARO’s historical report dispute them.
